PPP Research Center

The Review publishes articles, studies, commentaries on public-private partnership laws as well as reviews of relevant papers or books.

Articles and studies submitted to the Review should be an original piece of work, offer novel solutions and approaches and, where relevant, should provide critical appraisals of existing scholarly work. The authors are solely responsible for the content of the material published in this Review. 

Authors wishing to publish their material in the Romanian Public-Private Partnership Law Review are required to comply with the guidelines detailed below. Failure to comply with these guidelines may result in the rejection of the submitted material:

1. All submitted work should be provided either electronically, at This e-mail address is being protected from spambots. You need JavaScript enabled to view it. or in hard copy accompanied by an electronic copy (CD, DVD) posted to Romanian Public-Private Partnership Law Review, 20 Roma st., 1st District, Bucharest, Romania. Authors will receive a confirmation letter/message within 10 days from the receipt of the submitted material. To avoid any delays or uncertainties, authors are required, in case they have not received confirmation of submission within the stated period, contact the editor as soon as possible, either at the email address mentioned above or by phone, at +40 021 236 00 83.

2. Manuscripts submitted for publication will only be accepted by the Scientific Board if they show:

  • a sound theoretical basis
  • the theme discussed is current and relevant
  • the material adds new knowledge to existing scholarly work
  • its content is up to date with legislative developments at the time of publication

If the Scientific Board determines that the submitted manuscript does not meet the above requirements, it reserves the right to either reject the manuscript or to request adequate changes.

3. Papers should normally be no longer 8,000 words in length.

4. For text written in Romanian, the use of the orthographic rules established by the Romanian Academy is mandatory.

5. Bibliographical references will be provided in full and must include: the author(s) name, title, edition, place of publication, year of publication and pages referenced. For publications in an international language, it is not necessary to translate the title.

6. In case relevant legislative or bibliographical changes occur following submission, the author should contact the editor as soon as possible about such developments and to temporarily withdraw the manuscript to make the necessary changes.

7. The manuscript should be accompanied by a submission form including the following details:

  • the author’s full name
  • place of employment and position
  • full address including the postal code)
  • telephone number.

8. According to Law no. 8/1996, the approval of submitted manuscripts for publication implies the conclusion of a valid publishing contract; based on this contract, the author transfers his/hers rights of reproduction and distribution of the manuscript exclusively to the Romanian Public-Private Partnership Law Review.

9. The author guarantees that owns the copyright of the submitted material and that the manuscript is original material, except for material in the public domain and excerpts from other publications, in line with existing intellectual property regulations. The author assumes full responsibility for the content of the published material.

10. The publishing contract is automatically terminated if, at the date of final editing of the respective issue of the Review, new legislative developments would significantly alter the theme and the argument advanced in the article.

11. Regarding published materials, the Editorial Board reserves the following rights:

  • to change their titles
  • to correct formulations that appear confuse, unclear, incomplete, without altering the ideas, views and arguments advanced by authors
  • to group together articles that discuss the same topic
  • to publish materials in separate issues, published as special issues of the Romanian Public-Private Partnership Law Review, or to publish them in electronic format, regardless of their date of publication
  • to publish accepted materials online, on the website of PPP Research Center.

12. Submission of an article is taken to imply that it has not been previously published and is not being considered for publication elsewhere until after the article is rejected by Romanian Public-Private Partnership Law Review, or six months from confirmed submission to the Review, in the absence of a rejection.

13. Unpublished manuscripts will not be returned.

14. In cased of plagiarism, the author(s) assume full ethical and legal responsibility.
